  • Data exchange between international, interstate and intergovernmental child support entities;
  • Development of the requirements and detailed design for a model Tribal child support system;
  • International case processing and administrative cooperation;
  • Collaboration between the courts and child support enforcement agencies to develop more effective approaches to data exchange;
  • Child support system audits;
  • Policy and training support for the child support distribution changes contained in recent Federal legislation;
  • Outreach to culturally diverse populations;
  • Development and delivery of executive leadership training for child support directors and management staff across the nation; and
  • Research and development of automation-related technical assistance guides for States, Territories, and Tribal child support programs.

In addition to providing technical assistance, SITC also has managed and facilitated over 100 meetings and teleconferences to support International, State, Territory, Tribal, Judicial and Federal collaboration in these varied efforts to improve child support collections, reduce child support debts, and disburse payments efficiently to families with children.

Child Welfare

For the past 6 years, SITC has developed and delivered significant education and training events and products for State and Federal staff working on information systems supporting child welfare practice. Over the past year, training events included a national training meeting held in Washington, D.C. in May 2007, four regional training sessions held around the country during the summer of 2007, a series of webinars and webcasts, and five on-line courses. TANF

Over the last year in support of the TANF project, SITC has focused on three predominant areas: 1) Technology Prototypes 2) Data Exchange and Verification and 3) Project Management and Technology. In the area of technology prototypes, SITC’s efforts involve the development of performance management and assessment web technologies for State utilization to enable States to meet Federal participation rates as well as improve outcomes for their TANF customers. In the area of data exchange and verification SITC has produced technology practices and processes for TANF agencies to access the Child Support Enforcement’s New Hire Directory for confirming TANF eligibility. In addition SITC has established business and technical requirements for development of a national database of TANF recipients for verification to reduce fraud. In the area of project management and technology expertise, SITC has provided oversight and management practices through a large team of national experts, including program and IT representatives from all 50 States, the District and the Tribes as well as coordination with local governments implementing TANF.
